POMAC Bold 2024–2028 Strategic Plan

On 27th March 2025, the Power of Mercy Advisory Committee (POMAC) Officially launched its 2024–2028 Strategic Plan. The event was held at the Kenya School of Government-Kabete, and officially presided over by the Head of Public Service Mr. Felix Koskei, EGH. 

Mr. Koskei reaffirmed government’s commitment to supporting implementation of the strategy and recognized the collective responsibility needed across the criminal justice system, marking a significant milestone in Kenya’s journey toward a more just and compassionate rehabilitation system. 

“Justice and mercy are not opposing forces, but complementary pillars of a just society,” said Mr. Koskei. “Let us work together to make POMAC a beacon of hope,  justice, and compassion.”

Mr. Koskei emphasized that the success of the plan depends on multi-sectoral collaboration;

• Robust partnership in the criminal justice system that is instrumental in facilitating smooth petition processing;
• Public acceptance, that is key to reintegration and second chances to pardoned criminal offenders; and
• Policymakers to support POMAC legal reforms and sustainable funding.

The launch concluded with a strong call to action,“This is not just about mercy: it’s about building a fairer, more compassionate Kenya,” said Mr. Koskei before officially declaring the Strategic Plan launched.. 

Present during the event were Solicitor General Hon. Shadrack Mose who was representing the Hon. Attorney General and Chair of the Power of Mercy Advisory committee, Members of the Power of Mercy Advisory committee, Deputy Inspector General of Police Mr. Gilbert Masengeli, the Commisssiner General of Prisons Mr. Patrick Aranduh, the Secretary/CEO of POMAC Dr. Lydia Muriuki among other dignitaries.
