b) H.E. President William Ruto Exercises Prerogative of Mercy

H.E. the President William Ruto, on Monday 28th April, 2025 exercised the prerogative of the Power of Mercy under Article 133 of the constitution.

Through the Kenya Gazette Vol. CXXVII-No. 101, the Head of State granted mercy to (fifty-six) 56 Kenyan Citizens and one (1) foreign national. The Presidential acts of mercy were extended as follows;

  1. Conditional Release was granted to thirty-one petitioners serving life sentences;
  2. Conditional Release and Repartriation was granted to one foreign national (a citizen of an East African Community (EAC) partner State) who was serving a life sentence; and
  3. Remission and Release was granted to twenty-five individuals allowing for their discharge, upon remission of the unexpired portion of their custodial sentences.

Further, the Head of State and Government extended general amnesty  to all petty offenders sentenced to six months or less; and offenders serving sentences longer than six months, whose remaining terms are now six months or less.
