Mr. David Macharia, MBS

With 34 years experience as a prisons officer after completing his Bachelor of Arts degree from the University of Nairobi in 1983, David Macharia has made significant contribution in penology, management of correctional facilities and treatment of offenders locally and internationally.

This includes staff training, development of prisoners rehabilitation programmes, institutional procedures, legislative reviews, policy formulation, implementation and monitoring: 1984/1985-Duty Officer Shimo la Tewa Maximum Security Prison; 1985/1987 Deputy Officer in Charge Embu Main Prison; 1987/1990 Officer-in Charge Nyahururu Prison; 1990/1994 pioneered the Marketing Division of Prisons Enterprises before moving to the Prisons Staff Training College as the Deputy Commandant/ Director of Studies in 1995/1998;1999/2003 Regional Commander Coast and Central Provinces respectively; 2004/2006 and 2008/2009 Director of Operations coordinating all security matters in the Kenya Prisons Service; 2006/2008 and 2010/2015; Seconded to the United Nations Mission in DRC and Liberia as a Corrections Advisor to the local counterparts on application of good practices for safe, secure and humane prison systems; November 2007 to January 2008; appointed member of Commission of Enquiry into The Escape of Seven Serious cross border organized criminals from Dubrava Maximum Security Prison in Kosovo with recommendations that revolutionized local staff deployment and daily operational routines; 2015/2016 Assistant Commissioner General of Prisons coordinating reforms, departmental communications and focal point for terrorism, radicalization and rehabilitation of violent offenders.

For his diligence and versatility, the officer was in March 2017 identified as a Corrections Consultant by the United Nations Development Program particularly on prisons crisis management.
